Seems the transaction has run into what I feel are unreasonable restrictions on PayPal's part. The seller which has a positive rating for 742 transactions is not a frequent seller. Since he has not sold enough PayPal is withholding payment to him for a period of 3 weeks. Since he won't receive payment till then he will not ship until he receives his payment. A position I support!!! He has complained to PayPal as well as I. Seems they expect new seller to ship before receiving payment, which is a load of crap as far as I am concerned. So current situation is sellers does not get paid and I don't receive my jacket until some mysterious event happens.

I didn't know about this, but I do know what it accomplishes. For PayPal it means that they always have a huge balance of money for free that they can then invest for profit. They have created a slush-fund for themselves.

That sounds wrong.
What is the sellers feedback rating? perhaps they have had complaints against them.
Perhaps the seller owes outstanding seller fees to ebay?
There are no minimum sale quantities that I know of.
I know of no seller that is required to ship before payment is made.
I'd send a rocket up Paypal's ass and demand a full explanation for their actions.

I did more digging into their policies for new sellers. Seems one has to basically have up to 24 sales equaling an amount greater than $250.00 and good feedback. In this particular case the seller had 700+ purchases, sales were not all listed but the last one was over a year ago, positive feedback on that one. Now PayPal is basically a middleman and release is controlled by e-bay.
More digging revealed that the seller shipping and indicating they did, and positive feedback from the buyer will trigger the release.
Shipping through e-bay and providing tracking information indicating delivery will also speed up the process.

When I was asking about the sizing, one on the forum mentioned Aerostitch. Went on their site and filled out a sizing inquiry, received the response based on my physical measurements, 44S. So I at least bought the correct size, now to receive it.

With those paypal troubles I would explore sending a USPS money order. If it is OK with the seller, why not?

PS I saw Roland Della Santa yesterday at the North American Handbuilt Bicycle Show. He was busy talking with his buddy in this booth so I just looked at the bikes. Very clean work. I wish I'd have felt like waiting to talk to him.

Chuey,, if you are ever in Reno we can go by his shop. In the old days when he started, every prep and cut was made by hand. Now he is updated things to have jigs with a piece of gear to make the cut at an angle, saves hours of work. Still set up and brazed by him, final cleaning and fitting still done old fashion way.
Never did get a bike made by him, still have my old Raleigh Competition model from the early 70's. I did buy it from him at the bike shop he worked at then. He was just starting out making frames then.

I may contact the seller and see about doing a by-pass sale. He is so pissed at e-bay/PayPal policies I am sure it would be agreeable to him. To make it even more as a poke in the eye to PayPal I could send the money through their site as sending money to friends and family transaction.

Don't they still get a fee for that? That wouldn't make it much of a "poke in the eye."

Friends and family transactions have no service charge associated with it.
When I was buying items from Toaster Tan to complete the installation of the top clamp, that is the method I used to pay him, no fees.

Received a call from the seller, he sent me the jacket via postal, so I should receive it on Wednesday. Now getting him paid may take a bit longer.

I agree, but I didn't have to offer the option of doing the transaction around the system. In talking to the seller he is so mad at e-bay and their policies I made repeated attempts to get him to indicate the item was shipped in their system.
That would set up the process of him getting paid in a timely manner. Since he says he is done with them, I don't know how it will shake out for him if he continues to refuse to even use their system.
