It looks like a light weight version of a cargo bike, like a bikfiets or however you spell that.

Here's a better picture of it. Cable steering, is that normal for cargo bikes??? Just the picture of those handlebars makes my wrists hurt.

The guy said the cable steering worked very well.
He and his mate were cycling a few hundred K's down the east coast. We talked for a good twenty minutes. Cool dudes.
